The Latah County Waterways (LCW) Committee is composed of individuals who are active recreational boaters and/or are knowledgeable about the waterways of Idaho. Individuals are appointed for three year terms by the Board of County Commissioners. Committee meetings are conducted once or twice a year to consider grants for boating purposes. Grant funds are allocated by the Idaho Department of Parks and Recreation (IDPR) to Latah County from boater registration fees and the Waterways Improvement Fund fuel tax. LCW funding has been used for the purchase and installation of boating docks at Moose Creek, Spring Valley, and Dworshak Reservoirs, as well as at Winchester Lake State Park. LCW funding has also been used for the installation of vault toilets at several lowland lake locations. At Spring Valley, Moose Creek, and Elk Creek Reservoirs watercraft users are able to check out life jackets at no fee from signed loaner stations. These were funded in conjunction with Idaho Department of Parks and Recreation.
